Undertakes screening of project. Provides information for scoping. Develops TOR for ESIA and third-party verification, as appropriate. Initial identification of and dialogue with stakeholders (as basis for SEP preparation).
Counterpart - Executing Agency
Commits to project development on behalf of government. Identifies, and makes arrangements with, implementing agency. Commits to broadly scoped project administration and management arrangements.
