Topics covered in this report include (i) PIC legal, policy, and regulatory frameworks governing public procurement; (ii) PIC procurement processes and project implementation, from bidding to contract management; (iii) the issues surrounding capacity building in the PICs; and (iv) the role of development partners. For each topic, recommendations are made for improving VfM.
