Coordination and Harmonisation
PRIF aims to assist in the delivery of better infrastructure outcomes that will contribute to the economic and social development of Pacific island countries. PRIF is a practical application of the commitment of government and agency leaders to improve infrastructure services and development as prescribed in the Paris Declaration, Accra Agenda for Action, the Pacific Plan, the Port Morseby Declaration, and the Cairns Compact for Strengthening Development Coordination in the Pacific.
The coordination and harmonisation of development partner activities and alignment with country development strategies are central to the above commitments. In order to achieve broader development goals and the goals of PRIF, PRIF aims to simplify and streamline processes to improve coordination and reduce transaction costs for countries. PRIF also seeks to encourage the use of and harmonise with Pacific Island country government systems for the planning, delivery and implementation of infrastructure services.

Diagnostic analytical work (at region, country, sector or activity level) – including systematic sharing of knowledge and best practice; joint or jointly commissioned analytical work; and joint analysis/review missions.

PRIF funding prioritisation – including joint prioritisation of activities; and joint decision making on funding priorities.

Activity preparation – including joint fieldwork leading to project design.

Consideration and management of cross-cutting issues (including disability, disaster risk reduction, environment, gender, governance, HIV/AIDS) – including analysis of individual agency policies & guidelines to determine extent of synergy or divergence.

Activity approval – including joint agreement to follow the processes of the partner managing the activity.

Financing – including joint management of PRIF grant funds available from bilateral PRIF development partners.

PRIF Activity Stocktake (database of PRIF and non-PRIF activities undertaken by all PRIF development partners) – including collaborative input into activity stocktake; collaborative use of stocktake information to support monitoring/performance assessment and also to assess and advance harmonisation opportunities.

Review and evaluation analytical work (at region, country, sector or activity level) – including Systematic sharing of knowledge and best practice; joint or jointly commissioned reviews; and joint review/evaluation missions.

Procurement - Systematic sharing of individual agency policies, guidelines and reviews – including for particular activities, application of the rules and procedures of the agency managing the activity.

Disbursement – including PRIF grant funds transferred direct from AusAID/NZAID either to MDB trust accounts (co-financed activities) or direct to bilateral country programs.

Monitoring and supervision of activities – including joint agreement to follow the processes of the partner managing the activity; systematic sharing of reports; and joint discussion of emerging issues.

Performance management – including for key PRIF personnel, joint appraisal/assessment; for other PRIF personnel, liaison with PRIF management on performance feedback and performance decisions; and for activities, joint appraisal/assessment leading to consensus decisions and feedback via PRIF management as appropriate.
