Pacific Infrastructure Advisory Centre (PIAC)
This activity is led by the Asian Development Bank (ADB) on behalf of all PRIF partners and aims to enable the PRIF to offer immediate and ongoing practical support to partner countries in the form of analytical studies, policy advice for improvement of infrastructure sector frameworks, short-term rapid response TA, preparation of TA and investment proposals, and coordination and harmonisation of external assistance provided by PRIF partners and regional organisations. Pacific Regional Telecommunications Regulatory Resource Centre
This activity is led by the World Bank and aims to reduce the cost and increase the capacity or “bandwidth” of international connectivity in the Pacific Region. Facilitate extension of telecommunications infrastructure and services to unserved and under-served areas in the region. Pacific Regional Connectivity Project Preparatory Support
This activity is led by the World Bank and comprises technical assistance to facilitate detailed project design and development, including coordination of regional stakeholders. The scope of work will include in-depth evaluation of connectivity options, investment requirements, financing vehicles, enabling policies and regulations and management of international cable resources (institutional and governance arrangements). Private Sector Participation in Infrastructure
This activity is led by the International Finance Corporation (IFC) and aims to assist Pacific island governments to prepare and implement sustainable transactions to introduce private sector participation (PSP) in infrastructure. This activity is led by the World Bank and aims to increase access to reliable energy and enhance development potential and security in a context of climate change adaptation to some 220,000 households and small businesses in the Pacific without access to clean, modern energy. It is envisioned initially as a 7-year program. The early stages will be focused on policy and planning to identify priorities, address barriers and prepare investments; subsequent stages will support the investments identified as a result of least-cost planning. Infrastructure Asset Management Project (Supplementary)
This activity is led by the World Bank and is a continuation of the Second Infrastructure Asset Management Project (SIAM2) at the request of the Government of Samoa. It aims to further the work of SIAM-2 which include further institutional and technological improvements and needs identified in the current project for Disaster Management and Land Registration Systems and continuation of the reform of the Ministry of Works, Transport and Infrastructure (MWTI). Preparing the Transport Sector Development Project
This activity is led by the Asian Development Bank (ADB) and aims to rehabilitate and improve maintenance of facilities for land, sea, and air transport services throughout the country. Restoring accessibility to the high proportion of the population without reliable transport services through targeted investments in national, provincial, secondary, and rural roads, wharves, and airstrips – particularly in areas of high agricultural production potential which is expected to have a large impact on poverty reduction. Interim Transport Sector Development Project
This activity is led by AusAID and aims to assist the Solomon Islands Government’s Ministry of Infrastructure Development (MID) to finance scheduled maintenance works. This project will develop a mechanism and provide financing to expand maintenance contracting for the core road network using labour based appropriate technologies. Building on the experience of the Solomon Islands Road Improvement Project (SIRIP) the project will contract out a series of routine maintenance contracts for sections of road consistent with priorities identified under MID’s 2009 and 2010 workplans. This activity is led by the Asian Development Bank (ADB) and aims to restore accessibility to land transport in western Guadalcanal following the extensive damage caused by floods in February 2009. It will rebuild major and minor river crossings, restore pavements, and carry out extensive maintenance on drainage structures. The project is proposed as supplementary financing for the ongoing Solomon Islands Road Improvement Project (SIRIP). Rapid Employment Program (Labour-based Roads Maintenance)
This activity is led by the World Bank and aims to provide technical assistance to the Solomon Islands Ministry of Infrastructure Development (MID) and the Honiara City Council (HCC) to help prepare a Rapid Employment Program (REP) and to co-finance the REP. The program will support wage-transfers to poor and vulnerable groups in and around Honiara through labour-based public works (LBPW) activities, while at the same time maintaining access roads and improving selected services in the urban and peri-urban areas of the capital city. Tina River Hydro Development Project
This activity is led by the World Bank and aims to assist the Government of the Solomon Islands with the development of a smaller scale hydropower scheme (7-9 MW) to replace some of the diesel-powered generating sets in Honiara as a step to address the negative impact of the increase in fuel prices on the Solomon Islands. Community Service Obligations Transitional Support
This activity is led by the World Bank and provides financial assistance for Solomon Telekom Ltd’s community service obligations, as a transitional arrangement over a five-year period, in order to permit conclusion of negotiations to terminate its monopoly, and to facilitate the introduction of competition in telecommunications. Transport Sector Consolidation Project
This activity is led by the World Bank and aims to establish and consolidate the operations of the newly-created Ministry of Transport (MoT) as a unified transport sector- policy, planning and regulatory ministry and to improve the level of compliance of the civil aviation and maritime sub sector entities with international safety and security standards. Port Vila Urban Planning and Management
This activity is led by the Asian Development Bank (ADB) and in conjunction with the aims to prepare and implement an integrated urban development master plan. The master plan is expected to outline a strategy for improved water and sanitation in urban areas and informal settlements. This activity is led by AusAID and represents a long term partnership (10-15 years) with the Vanuatu Government to support the transport sector. The program will be delivered over three phases. Power Access Program
This activity is led by AusAID and aims to build on Vanuatu’s Rural Electrification Master Plan, via assessment of the economic viability, practicality and likely sustainability of a range of potential interventions which could be supported to contribute to increased access to safe and reliable power, including: grid extension; micro-grid development; retail off-grid stand-alone systems (basic lighting and other uses); and provision of power to off-grid public institutions (schools, health clinics etc).
